I think that you have to get the governors on your side and move quickly to get them to support a Parents' Council. I like your forum concept but without a formal basis it is always going to run the risk of simply becoming a forum for moaning.
I'd like to suggest that the school makes a bit more effort to use their own website. There's nothing there. It'd be nice to have information like you've got here and I'd like to see some of the children's work. Someone said the same in 2006 !
